Fred Costa is the Founder and CEO of MetaPhase, driving innovation at the intersection of mission and technology. He focuses on building high-performing teams and delivering transformative solutions that turn strategy into measurable outcomes, grounded in a vision of engaged teams, meaningful work, and happy customers.
He began his career during the dot-com boom and went on to leadership roles at IBM, Accenture, and Booz Allen Hamilton, leading large-scale technology and business transformation initiatives. Fred is passionate about leveraging technology and strong teams to deliver outcomes that truly matter.
A proud DMV native, Fred actively supports the regional and academic community, serving on the Virginia Tech Business Information Technology Board and supporting his alma mater, George Mason University.
Outside of work, Fred enjoys time with his wife, three children, and their three Jack Russell Terriers (yes, three), traveling, staying active, and connecting with friends. He’s all-in on the Baltimore Ravens, supports D.C. teams, is a big UFC fan, and is a strong backer of Virginia Tech Wrestling.
Beth Angerman is the Chief Operating Officer of MetaPhase. She is responsible for overseeing the talented MetaPhase consultants delivering transformational solutions to our Federal clients. Beth also oversees all operational support functions including HR, IT, facilities, communications, and compliance. She started her career as a commercial consultant but found her purpose in helping government solve problems that impact the lives of millions of people. She served for 16 years in executive roles at the Department of the Treasury and General Services Administration before leaving government to lead the Federal practice at Slalom Consulting. She holds a BS from Mount Saint Mary's University, is a certified PMI-PMP, and a Fellow at the National Academy of Public Administration.
When she isn't working, Beth enjoys time in Silver Spring, MD with her husband and two sons, both of whom enjoy all sports and play a lot of soccer and baseball. If you don't find Beth at the ball field, she is trying a new recipe, planning a family trip, climbing rocks, hiking, or enjoying dinner at a new restaurant.
Brian Funk is the Chief Technology Officer at MetaPhase, where he directs the strategic integration of innovative technologies to enhance Federal IT solutions. With over two decades of experience in technology management, software engineering, cloud architecture, and digital transformation, Brian is committed to delivering innovative IT strategies that align with MetaPhase’s mission of driving client success.
Previously, Brian held leadership roles at prominent organizations, including serving as Partner for Hybrid Cloud Transformation at IBM Consulting and Vice President of Technology Solutions at Octo. Brian was an early leader of Federal technical demonstrations and coding challenges pioneered by 18F and DHS PIL, including winning large hackathon-style procurements at GSA, Treasury, and USCIS.
Brian is passionate about solving the largest and most complex challenges by leveraging radically efficient technology. A full-stack technologist, Brian brings a deep enthusiasm for cloud infrastructure, data analytics, platform development, customer experience, and project management. His mission is to integrate these disciplines to create seamless, scalable solutions that empower teams and drive innovation.
Brian holds a Bachelor of Science in Information Technology from Western Governors University and is a certified AWS Solutions Architect, Salesforce Heroku Architect, SAFe® Agilist, and Project Management Professional (PMP).
When not curating his vast collection of hoodies, Brian enjoys adventures with his wife, three teenage kids, and their miniature dachshund, Loki.
